Default New towers in Bruce/Grey counties?

I am hearing on the news that Explornet is getting government funding for a bunch of new towers....Might be good for me as I am in a iffy/dead zone for the fixed wireless. Am on Rogers cellular right now and the cost is killing me. Anyone hearing any more on this?

Is it this one? Xplornet gets $8.4 million for Muskoka region expansion(july 2015)
Federal Taxpayer funding of $8.4 million to Xplornet.
Completion date for two projects is June 2017.

The Politician's number of people to serve, compared to the funding, seems a bit off.
An example, a cell tower, you're looking at about up to a million dollars(and more for a bigger tower/capacity) by the time it's in service. Permits, construction and fiber back haul. Actually more useful but they still charge a large price for data.

Teksavvy also got a grant to expand their SkyFi service. July 23 2015

The funding was only for North Bruce Peninsula, they aren't going to expand out west grey any further from what I can see.
