They won't offer it to residential because to make it a reasonable option they would need to advertise large data caps with low prices which would directly compete with the plans they currently offer with mobile data sticks.

They tried it a bit before but it ended up being a horrible PR situation and just overall bad customer service with their Rocket Hubs which many in rural have/had to rely on for a while. City dwellers get mad when they see their $10/Gb mobile data being advertised on a 30Gb data plan for $60.. regardless of the target market being Rocket Hub users only targeting rural customers who would use that for whole-home internet (of which 30GB per month is TINY for a household..)
